Integrating Feedback Loops and Iteration in Policy Implementation

Public servants are increasingly working in complex policy environments where outcomes cannot be fully anticipated in advance and where learning from implementation is essential. This workshop explores concrete, operational ways of integrating feedback loops and iteration into policymaking and implementation, drawing on insights from work on wicked problems, frontline experience, and the Danish Elderly Care Reform. Participants will examine how feedback from implementation—particularly qualitative input from practitioners and service users—can be collected, navigated, and translated into actionable insights across the policy cycle. The session emphasizes practical approaches that can be applied within existing programs, structures, and constraints, including the responsible use of AI-enabled tools to support learning at scale.
By the end of the session, participants will:

Understand why feedback loops and iteration are critical when policies meet real-world conditions

Explore ways of collecting and navigating qualitative feedback from frontline implementation
Learn how insights from feedback can inform adjustments across different stages of the policy cycle
Discuss governance, trust, and risk considerations when using digital and AI-enabled tools for feedback
Identify concrete ideas they can apply within their own role and organizational context
