The Identity Challenge: Tackling User Disambiguation and Data Integration Across Programs

Accurately identifying and serving individuals across multiple programs remains one of the most persistent challenges in human services. This session explores how agencies are using, and struggling with, AI, data matching, and entity resolution to connect information while protecting privacy and dignity. Participants will examine the technical, ethical, and operational dimensions of user disambiguation, including data quality, error rates, governance, and cross-program coordination. The session highlights tradeoffs agencies face when integrating data and the consequences those choices have for clients and frontline staff.
Learning Goals: By the end of this workshop, participants will be able to:
- Understand the core challenges of identity resolution in human services systems
- Identify risks associated with data integration and automated matching
- Evaluate how AI and analytics are used to support—or complicate—cross-program coordination
- Recognize governance and design choices that protect clients from exclusion or harm
